I'm not sure I understand the question, but you can marry the same sex in the game. You can marry lizard and cats and weirdly shape humanoid creature with long ears and snake eyes elf. You can, but being gay in Skyrim isn’t the same thing as being gay in, say, Dragon Age: Inquisition.
